Construction was substantially delayed by terrorist action and civil unrest.  In addition, the Owner’s failure to provide timely backfeed power, the specified fuel oil, and to complete construction of the station switchyard when required, commissioning and connection to the grid was delayed by many months.  Pearson was engaged by client counsel to provide 3 Expert Reports and associated testimony in arbitration.
